Project Description
As part of the implementation of the Microsoft Dynamics AX enterprise management system at Rostelecom GMCS was invited to be one of the contractors. At the beginning of 2004 GMCS specialists conducted a series of works on the implementation of Microsoft Dynamics AX in two Rostelecom branches: the Urals branch and in Inter-City and International Telephone (IIT), as a result of which construction was completed of a unified information system that all territorial subdivisions of GMCS and Rostelecom cooperation continues and the project was developed in several directions simultaneously. In order to efficiently receive consolidated statements GMCS developed and implemented a data consolidation mechanism with a flexible functionality, allowing to solve a large range of tasks, including minimization of data consolidation volumes (crucial for geographically-diffused structures with low-speed channels), configurable consolidation rules (transition to a different chart of accounts, analytics grouping etc). The results were quickly appreciated by Rostelecom specialists, because thanks to the financial reporting forms gallery, reports on an internal or external query on a transaction within any structural division started coming through in a matter of minutes. It is obligatory for Rostelecom to maintain reporting in compliance with international standards, thus the decision was made to automate fixed assets accounting and an area of capital investments according to IFRS principles. All necessary setup of the system was conducted, the opening balance was formed, also operations were carried out on over half a million fixed assets for 9 months of 2004 on a tight schedule – in just 3 months - in cooperation with GMCS consultants. Providing communication services involves significant investments and large-scale construction of communication sites, which requires an efficient system of construction project management that was implemented by GMCS specialists on the basis of Microsoft Dynamics AX. The following tasks were accomplished: project cost management, automatic distribution of indirect costs between capital construction sites, as well as valid fixed asset value generation. An important result of this project is the development of an industry solution for construction project management - GMCS CapEx based on Microsoft Dynamics AX. Rostelecom pays a lot of attention to transparency of its tax reporting. In order to automate tax accounting GMCS developed a flexible mechanism of obtaining tax legers within Microsoft Dynamics AX taking into consideration the complex organization structure and geographical diffusion of Rostelecom. Apart from solving tasks of developing the project in terms of business areas, GMCS carries out technical support of Microsoft Dynamics AX modules installed at Rostelecom. As part of the technical support services are rendered on the transfer of the standard system and all modifications to new versions of the Microsoft Dynamics AX system. Optimization of the system’s productivity and hot-line mode support are also conducted. In order to improve the general policy of information transparency at Rostelecom and corporate asset management the decision was made to develop and implement a single accounting model for the company and its subsidiaries. GMCS and Rostelecom specialists started implementation of the project in spring of 2007. In just six months the system of consolidated statements based on the Microsoft Dynamics AX and «BOSS-Kadrovik» solutions was launched within five of the operator’s subsidiaries: Westelecom, Zebra Telecom, GLOBUS-TELECOM, GlobalTel and MC NTT. The implemented solution was based on the Telecom industry application. In order to receive consolidated statements within the Rostelecom group of companies GMCS developed and implemented a data consolidation mechanism, as well as automating reporting in compliance with Russian legislative requirements and fixed asset accounting according to international standards. In order to organize efficient operations of HR departments of subsidiaries within the unified accounting system GMCS consultants reengineered the process of human resource managed and optimized payroll algorithms. In cooperation with Rostelecom specialists GMCS specialists accomplished the tasks of integrating the Microsoft Dynamics AX management system with the BOSS-Kadrovik, billing and Bank-Client systems, that are used by subsidiaries in their operations.
